CMS-Batelle Partnership for Quality Measurement (PQM) Pre-Rulemaking Measure Review (PRMR) Hospital Committee Appointment

Friday, October 11, 2024

NRI Senior Director of Performance & Quality Improvement, Glorimar Ortiz, PhD, MS, has been appointed to serve on the hospital committee for the CMS-Batelle PQM-PRMR three-year cycle. The PQM-PRMR hospital committee focuses on measures intended for hospitals including psychiatric hospitals. Dr. Ortiz has been appointed as a member of the performance measures advisory committee where she will review and provide written feedback on measures and participate in a meeting to discuss questions or feedback on measures under consideration (MUC). This input helps guide the Recommendation Group discussion and enables more voices to contribute to the consensus-building process.

Dr. Ortiz currently manages the Behavioral Healthcare Performance Measurement System (BHPMS), a surveillance system of quality-of-care performance measures. She has been working directly with staff from inpatient psychiatric hospitals both public and private hospitals for almost 17 years. The main goal of Dr. Ortiz and her team is to help psychiatric hospitals maintaining their Medicare certification from the CMS Inpatient Psychiatric Facility Quality Reporting (IPFQR) program and the Hospital Accreditation Program (HAP) accreditation from The Joint Commission ORYX® initiative. Dr. Ortiz and her team are experts in the data requirements from both CMS and The Joint Commission performance metrics that impact psychiatric hospitals, and the quality of the care provided to patients with mental health and/or substance use disorders. Each month performance measure rates are calculated from patient-level data submitted to the BHPMS from nearly 200 psychiatric hospitals. Performance measure rates are used by psychiatric hospitals for internal and external comparisons, for the improvement of the quality of the care provided to patients, and to guide policy and clinical practices. Participating psychiatric hospitals serve diverse population groups such as civil, forensic, children and adolescents, adults, and senior adults, groups with mental health and substance use disorders comorbidities, groups with mental health and physical comorbidities, in psychiatric hospitals from diverse sizes located in rural, urban, and/or suburban areas across the US and US territories.

Congratulations to Dr. Ortiz! Your appointment will provide diversity and novel insights to the consensus-based process associated to the selection of performance measures.
